महाराष्ट्र सरकारने २४ ऑगस्ट रोजी साहसी पर्यटन उपक्रम धोरण जाहीर केले आहे. त्यानंतरच्या आठवडाभरात साहसी उपक्रमांशी संबंधित सविस्तर मार्गदर्शक सूचना आणि नांव नोंदणी अर्जासाठी गुगल फॉर्मची लिंकही प्रसिद्ध MTDC च्या संकेत स्थळावर उपलब्ध करून दिली आहे.
या धोरणाची व्याप्ती, त्यातील विविध तरतुदींचा साहसी उपक्रम आयोजकांवर कसा परिणाम होऊ शकतो यावर ढोबळ चर्चा आणि त्याबरोबरच विविध आयोजकांचे या धोरणाबद्दल प्रथम दर्शनी असलेले मत, त्यांच्या मनातील शंका जाणून घेण्यासाठी महा एडव्हेंचर काउन्सिल अर्थात मॅक या संस्थेतर्फे बुधवार दिनांक १ सप्टेंबर रोजी एका परिसंवादाचे आयोजन करण्यात आले होते. मॅकतर्फे या चर्चेसाठी श्री. शंतनू पंडित, श्री. राजेंद्र फडके, श्री. महेश भालेराव, श्री. महेश केंदुरकर, श्री. पराग लागू आणि श्री. अनिकेत रहाळकर उपस्थित होते.
या चर्चेत खालील महत्त्वाच्या मुद्द्यांवर चर्चा झाली :
१. तात्पुरती आणि अंतिम नोंदणी अशा द्विस्तरीय नोंदणी मागची संकल्पना व त्याचा आयोजकांनी कसा उपयोग करून घ्यावा?
२. या शासन निर्णयाच्या अंमलबजावणीसाठी सरकार कुठल्या प्रकारची प्रशासकीय व्यवस्था उभी करू इच्छिते?
३. या शासन निर्णयाप्रमाणे नोंदणीकरण कुणी करणे आवश्यक आहे, कुणाला हा शासन निर्णय लागू नाही?
४. शासन निर्णयातील शास्ती(fine) साठी तरतुदी, उल्लंघनाचे किरकोळ किंवा गंभीर उल्लंघन म्हणजे काय?
५. शासन निर्णयातील उणीवा, जाचक किंवा अव्यवहार्य तरतुदी आणि त्यांचा उपक्रम आयोजकांवर होणारा परिणाम.
६. शासन निर्णयाबरोबर आलेल्या सविस्तर सुरक्षा मार्गदर्शक सुचना कशा पद्धतीने विकसित होत गेल्या, त्यामागे असलेले परिश्रम याची माहिती देण्यात आली
७. या मार्गदर्शन सूचना कशा समजून घ्याव्यात, त्या कशा पद्धतीने अंमलात आणल्या जाव्यात, या मार्गदर्शक सूचनांमध्ये नमूद केलेली सुरक्षेची तत्त्वे कशी सर्वसमावेशक आहेत आणि त्यामुळे त्या तत्त्वांचा उपयोग करून कुठल्याही साहसी उपक्रमासाठी सुरक्षा मार्गदर्शक सूचना कशा सोप्या पद्धतीने विकसित करता येतात याचे सिस्टर विवेचन करण्यात आले.
८. नामिका सूची मागची संकल्पना (expert panel) आणि सरकारी समित्यांवर विविध साहसी उपक्रमातील तज्ज्ञ आल्याने कोणता उपयोग होईल याची माहिती देण्यात आली.
चर्चेच्या शेवटी उपस्थित लोकांच्या प्रश्नांना उत्तरे देण्यात आली तसेच त्यांच्या शंकांचे निरसन करण्यात आले. लोकांच्या मनात प्रामुख्याने अपघात झाल्यास अयोजकांवर पूर्ण जबाबदारी येणार का, उल्लंघनासाठी कोणती कारवाई होऊ शकते, सहभागींचा विमा आयोजकांनी काढणे हे महाराष्ट्रात प्रत्येकच आठवड्याच्या शेवटी होत असलेल्या उपक्रमात कसे त्रासाचे होऊ शकते अशा मुद्द्यांवर संभ्रम होता. सर्व आयोजकांनी या शासन निर्णयाचा अभ्यास करून त्यावर आपले मत शासनास कळवावे आणि त्याची माहिती MAC लाही द्यावी म्हणजे त्याचा पाठपुरावा करणे, आपल्या क्षेत्रातील लोकांच्या मनातील संभ्रम, अडचणी दूर करण्यासाठी पर्यटन मंत्रालयाशी संपर्क करता येईल अशीही विनंती करण्यात आली.
या शासन निर्णयाच्या सकृद्दर्शनी अभ्यासानंतर ज्या काही गंभीर त्रुटी लक्षात आल्या आहेत त्या शासनाला याआधीच कळवण्यात आल्या आहेत आणि त्या दूर करण्यासाठी पाठपुरावा सुरु आहे हेही आयोजकांतर्फे सांगण्यात आले.
The Government of Maharashtra has announced the Adventure Tourism Policy on 24th August. A seminar was organized by Maha Adventure Council (MAC) on Wednesday, September 1 to discuss the scope of the policy, its various provisions, and how it can affect the adventurers. Shantanu Pandit, Rajendra Phadke, Mahesh Bhalerao, Mahesh Kendurkar, and Parag Lagu were present on behalf of MAC and explained various provisions of GR. Aniket Rahalkar was compere at the event
The following important points were discussed during the seminar:
- The concept behind two-tier registration such as temporary and final registration and how can the organizers should make use of this opportunity?
- What kind of administrative system does the government want to set up for the implementation of this GR?
- Who needs to register as per this GR and to whom does this GR not apply?
- What is the provision for fines in the policy, what are the minor or serious violations according to the GR?
- Deficiencies in the GR, oppressive or impractical provisions and their effect on the organizers.
- The detailed safety guidelines that came with the GR were explained elaborately.
- How to understand these guidelines, how to implement them, how comprehensively are the safety principles outlined in these guidelines, and how to easily develop safety guidelines for any adventure venture using those principles were explained in detail.
- The concept behind having an expert panel and the government committees were explained and the benefits of having experts in various committees were highlighted.
At the end of the discussion, the questions from the audience were answered and their doubts were addressed. There was some confusion in the minds of the people as to whether the organizers would be held fully responsible in case of an accident, what action could be taken for the violation, and how the provision for insurance of the participants could disrupt the organizers of adventure activities that take place every weekend in Maharashtra. It was also requested that all the organizers should study the GR and give their views to the government and keep MAC informed so that they can follow up and contact the Ministry of Tourism to solve the problems.
The organizers also said that the government has already been informed about the serious errors in the GR that were noticed after the initial study of the GR and follow-up is underway to rectify them.
