MAC’s Note on Priority and Focus – response to some feedback received
Hello Outdoors People!
This note comes as a response to some crucial feedback that MAC has received (Thank You for your feedback – please keep it coming!). MAC-statements on public platforms and MAC projects on social media have focused on ‘Organised Adventure Programmes’. And that seems to have created an impression in a few circles that MAC does not work for Outdoors People like rock climbers & mountaineers or, worse, is not concerned about their safety and enjoyment. सर्व भटक्या मंडळीना नमस्कार,
हा लेख लिहिण्याचे मुख्य प्रयोजन म्हणजे MACला प्राप्त झालेले काही अभिप्राय (त्यासाठी अर्थातच धन्यवाद – असे अभिप्राय येतच राहू देत)… विविध सार्वजनिक मंचांवर MACतर्फे वेळोवेळी केली गेलेली विधानं, MACने हाती घेतलेल्या उपक्रम आदीमध्ये “आयोजित साहसी उपक्रम” हा विचारांचा केंद्रबिंदू राहिला आहे. बहुधा त्यामुळेच काही ठिकाणी अशी भावना निर्माण झाली आहे की प्रस्तरारोहक, गिर्यारोहक यांच्यासाठी MAC काहीच करत नाही किंवा MACला त्यांच्या सुरक्षेशी, आनंदाशी काही देणे-घेणे नाही.
अशी भावना अनाठायी आहे हे सांगण्यासाठीच हा लेखप्रपंच…
The principles of safety and safe practices are relevant to all Outdoors People. MAC is considering three categories of Outdoors People:
सुरक्षिततेची मुलभूत तत्त्वे आणि सुरक्षा प्रथा यांचं महत्त्व सर्व प्रकारच्या भटक्यांसाठी सारखंच आहे. अशा भटक्यांचे MAC ने साधारण तीन प्रकारात वर्गीकरण केले आहे:
- Adventurers:- Outdoors People with varying degrees of training and experience undertake challenges on their own responsibility. There are existing guidelines, training systems, and organizations on National and International levels that guide such Adventurers. MAC acknowledges that Adventurers are expected to exercise good judgment to make decisions that ensure their safety.
साहसप्रेमी व्यक्ती:- यात स्वतःच्या जबाबदारीवर आव्हाने स्वीकारण्यासाठी वेगवेगळ्या पातळीवरचे प्रशिक्षण घेतलेले आणि अनुभवप्राप्त लोकांचा समावेश आहे. अशा लोकांसाठी मार्गदर्शक तत्त्वे, प्रशिक्षण पद्धती, व राष्ट्रीय आणि आंतरराष्ट्रीय स्तरावरील मार्गदर्शक संस्थाही आहेत. या प्रकारात मोडणारे भटके योग्य निर्णय घेऊन स्वतःच्या सुरक्षा सुनिश्चित करू शकतात असा MACला विश्वास आहे.
- Adventure Programme Organisers (Service Providers):- Adventurers who have chosen to conduct programs with challenges designed for Participants. Participants tend to have less or no training/experience in the field of adventure. The safety of Participants is inherently the responsibility of Adventure Programme Organisers.
साहसी उपक्रम आयोजक (सेवा दाते):- सहभागींसाठी विविध आव्हानं असणारे कार्यक्रम आयोजित करणारे साहसप्रेमी या प्रकारात मोडतात. अशा सहभागींना साहसाचा कमी किंवा शून्य प्रशिक्षण/अनुभव असतो. त्यामुळे अर्थातच अशा सहभागींच्या सुरक्षेची जबाबदारी साहसी उपक्रम आयोजाकांवरच असते.
- Participants:- Outdoors People who have chosen to participate in programs being conducted/organized by trained and experienced Adventurers. While their safety is the responsibility of the Adventurer-Organisers, Participants have certain responsibilities too.
सहभागी:- प्रशिक्षित आणि अनुभवी साहसप्रेमींनी आयोजित केलेल्या कार्यक्रमात भाग घेणारे लोक. अशा लोकांच्या सुरक्षेची मुलभूत जबाबदारी जरी आयोजकांची असली तरी सहभागी लोकांचीही काही जबाबदारी असते.
The genesis of MAC lies in a legal case that relates to the second category, viz., Organised Adventure Programmes. The current GR issued by the Government of Maharashtra clearly states this as its focus. It has been observed across the world that safety guidelines play a critical role in maximizing the safety and enjoyment of Participants, who rely on Adventure Programme Organisers for the quality and safety of their experience. It is for such reasons that MAC has consciously decided to primarily focus on Organised Adventure Programmes.
वरील पैकी दुसऱ्या प्रकारात मोडणाऱ्या म्हणजेच ‘साहसी उपक्रम आयोजकांशी’ संबंधित एक न्यायालयीन खटल्यातच MACच्या स्थापनेचे मूळ आहे. महाराष्ट्र सरकारने जारी केलेल्या सध्याच्या शासन निर्णयातही हाच केंद्रबिंदू आहे. साहसी उपक्रमात भाग घेणाऱ्या सहभागींच्या सुरक्षेसाठी आणि त्यातून मिळणाऱ्या आनंदासाठी सुरक्षा मार्गदर्शक तत्त्वांची एक अतिशय महत्त्वाची भूमिका असते हा जगभराचा अनुभव आहे. यासाठीच MAC ने आयोजित साहसी उपक्रमांवर सध्या लक्ष केंद्रित केले आहे.
How does this translate into the work that MAC does?
MAC करत असलेल्या कार्यातून हे कसे साध्य होते?
Currently, MAC has prioritized its work based on basic tenets and minimum requirements that are relevant to the second and third categories of Outdoors People. MAC believes that its work automatically benefits the first category of Outdoors People also.
वरील पैकी दुसऱ्या आणि तिसऱ्या प्रकारात बसणाऱ्या लोकांसाठी लागू असलेली काही मुलभूत गृहीतके आणि गरजा यांच्या अनुषंगाने MACने आपल्या कार्याची प्राथमिकता ठरवली आहे. त्यामुळे या प्रकारातील लोकांसाठी MAC जे काही करेल त्याचा आपोआपच फायदा पहिल्या प्रकारात मोडणाऱ्या लोकांसाठी होईलच असा MACला विश्वास आहे.
